Is the
most expensive always the best option?

With all the different features you can rest assure that your babies comfort and safety is second to none. Do not purchase the most expensive just for the sake of it, think and look at all your options. You could be athletic and want a jogging type stroller or like me an average walker where your typical umbrella stroller or lightweight will do. Different parents have different needs.
